Kincaid trustees weigh abandoning sidewalk grant after $96,000 spent on designs

Mayor Tony Pezze opened discussion of a sidewalk grant and related sewer work at the Nov. 24 committee meeting, asking trustees what they wanted to do about completing sidewalk projects in Kincaid.
Committee member Dees said he had driven to neighboring Taylorville and identified a local contractor and argued, “He thinks we should just have them come in and do some work.” Several trustees pushed back on committing more grant-dependent funding. Committee member Broccardo said the village has already spent roughly $96,000 on engineering designs and questioned whether taking on another “one hundred and thirty to two hundred thousands dollars” the village does not have makes sense. Trustee Nelson asked whether the village had any contract provisions or hardship clauses that would allow the village to back out without additional penalties.
Officials noted they still own the engineering plans and could opt to implement the work themselves over time instead of accepting grant conditions that might increase costs. “We have the plans, we can go at our own pace and our own affordability,” Committee member Paso said. The board asked that the item be placed on the next agenda so members can get legal and cost clarity before deciding whether to proceed with the grant application or pursue local contractors and phased construction.
