Warren and others noted trustees receive village emails on personal accounts and that the village has not created individual, village-owned accounts for trustees. Paso acknowledged the shortcoming, saying "that is something we have to strengthen."
Residents and trustees connected the policy gap to the present dispute over returned laptops: absent clear procedures, it is harder to determine what counts as village property, how records should be preserved and who is responsible for transferring files to village custody. Several speakers urged creation of written rules to prevent similar disputes in the future.
