Kincaid approves $107,313 and $79,227 payments for lead service replacement; engineers flag $1.8M forgivable fund

Mayor Tony Pezze and trustees approved three actions tied to the village’s lead service-line replacement project during the Jan. 12 meeting, following an engineering update from Daniel Luka of Chastain & Associates.
Daniel Luka, the Chastain & Associates representative, outlined current disbursements and contract activity and said disbursement #4 on loan L17-6060 totaled $107,313.17 and the contractor pay request (American Environmental #3) was $79,227.00; he also reported Change Order No.2 was a $(7,783.00) quantity adjustment. "We have another disbursement fund that can be available — there is $1.8 million dollars in reserve for lead service replacement," Luka told the board, describing the IEPA-backed secondary fund as potentially 100% forgivable for eligible service lines.
Luka said contractor progress slowed over the holidays and because much of the workforce was in apprenticeship training, but he expects work to pick back up if weather allows. He told trustees the project team has identified about 111 remaining services that might be eligible for a second-phase, forgivable program but warned that many later-discovered lines already contain copper or partial repairs that could change priorities. "If most of these are seen as non-galvanized or lead service and they have not been disrupted we have no reason to do it," Luka said, noting the board would need to decide whether to pursue the next application cycle and arrange engineering layout and addresses for IEPA.
The board approved the three payment motions recorded on the agenda: disbursement #4 for loan L17-6060 ($107,313.17), the American Environmental pay request #3 ($79,227.00), and Change Order No.2 (a $(7,783.00) deduction). Trustee Dees moved each payment approval and Trustee Broccardo seconded; all votes were aye with Trustee Nelson absent.
The board directed staff and the village engineer to prepare budgetary numbers and, if the board chooses, to advance a phase-2 application to IEPA before the program deadlines. Luka said if the village cannot meet the immediate deadline the project could be entered in the next available cycle without penalty to prior disbursements.
