TVRPO drafts needs-based highway phasing for 2027–2055 to share with UDOT

Wayne Bennion of the Wasatch Front Regional Council presented a draft phasing framework for the Tooele Valley Rural Planning Organization’s 2027–2055 highway plan, proposing three sequential windows: 2027–2036, 2037–2046 and 2047–2055. Bennion said the phasing is intended to be needs-based and will not incorporate funding constraints as it is prepared for UDOT review.
Members discussed anticipated development patterns and other factors that influenced which highway needs were placed in each phase. After discussion the group developed a draft phasing to be forwarded to the Utah Department of Transportation for input as part of the statewide transportation plan development process. The body did not adopt a final, funding-constrained program; instead, members agreed to treat the phased list as a planning-level prioritization to inform future funding discussions.
The phasing item was framed as a technical prioritization exercise rather than a commitment to construction timing or funding. TVRPO staff and WFRC representatives will share the draft phasing with UDOT and report back with any feedback or adjustments during a later TVRPO meeting.
