Commissioners approve invoices, payroll and FMLA; counsel flags risk of negative fund draws

During discussion, a county council member had raised that some approved claims could lead to negative balances in certain accounts. County attorney (speaker 18) told the board that while it would be a substantial stretch to allege criminal liability for commissioners, there is criminal exposure if an auditor makes a payment that draws an exhausted fund into the negative. He cautioned that lawfully presented claims—particularly payroll—should be paid to avoid wage-and-hour or similar complaints.
The board carried the motions to approve invoices, payroll, the FMLA request and the minutes and moved on to subsequent agenda items.
