University Avenue overcrossing 85% complete; council approves contract amendments to finish work

Construction manager Scott Buckley told the council the bridge structure and much of the path work are complete and that installation of fencing and integrated lighting has expanded the project's design scope. "The bridge is nearly complete. I'd say, we're at about 85% on the entire project," Buckley said, noting an expanded lighting design increased fixture counts and added fabrication and electrical complexity.
Buckley and Public Works staff described coordination challenges with multiple Caltrans contracts and a handful of unresolved potential claims submitted by the prime contractor. The team listed seven notices of potential claim that together total about $95,000 and identified one higher-risk issue (time-related overhead) the contractor estimated could reach $600,000; staff and the construction manager said they disagree with many of the contractor's positions and are negotiating to contain costs. To complete construction support and design services through closeout, staff requested an additional appropriation of about $405,000 using a mix of project-condition funds and CIP reserves; council voted to approve the contract amendments and the updated July 2025 completion target for construction.
