Finance Service Manager Bo Kyung Kim presented the finance and non‑departmental budgets, describing an ongoing Caselle ERP implementation (phase work nearly complete pending PCI compliance) and work importing EPASD historical financials into the city system. "We have implemented new ERP system called Caselle," Kim said, noting some data migration glitches that the vendor will help correct prior to public rollout.
Kim also outlined non‑departmental obligations, including a residential garbage contract payment (~$3.5M) and successor agency debt servicing (~$1.6M), and flagged an increased JPA contribution related to Reach 2 project management costs. Staff explained that some reserves and committed fund balances are being used to fund capital planning and that grant reimbursements are often on a reimbursement schedule, which can shift the fiscal‑year timing of revenue recognition.
