Planning Commission backs Peoples Elementary plan, approves sidewalk and tree waivers with conditions

The commission voted on Aug. 5 to recommend that Town Council approve PLC26‑16 for Peoples Elementary, a combined preliminary and final land development and lot consolidation that includes entrance reconfiguration, parking changes, building additions and stormwater upgrades. Craig Bishop of HRG said the district reconfigured access to limit grading and preserve as many trees as possible; he reported that the plan replaces 77 trees, removes 60, and saves 14 trees compared with earlier counts.
Engineering staff recommended conditions including an executed shared‑driveway agreement with adjacent property owners and other housekeeping items. The commission voted separately on the sidewalk modification and on the tree‑replacement modification; the sidewalk modification passed with one recorded opposition, and the tree modification passed. "So we're saving 14 trees," the applicant said during the presentation; engineering added that an agreement on access and easement language should be included as a condition. The final recommendation for council approval carries those paperwork and technical conditions.
