State library tells Grantsville trustees to complete training and follow Open Meetings Act

Merril Cannon, Program Manager with the Utah State Library, told members of the Grantsville City Library Board during a May 7 orientation that trustees must complete formal trustee training or orientation within the past 12 months and comply with the Open Meetings Act, cited in the presentation as UCA §52-4-201. Cannon listed procedural requirements for public meetings, saying meetings must "be open to the public," agendas posted in advance, written minutes kept, and meetings recorded.
Cannon also urged the board to maintain and annually review a written strategic plan informed by community assessments and to steward the library's Internet and Online Access Policy. The presentation warned that "failure to maintain a compliant policy can result in library decertification which would make us ineligible for state and federal funding." Cannon cited fiscal expectations for trustees including Maintenance of Effort constraints (preventing local funding decreases of more than 10%) and a guideline that at least 65% of operating revenues should come from local tax sources. The state library staff framed these steps as necessary to preserve certification and funding eligibility.
