A committee member asked why county funds cannot be used for property acquisition but must be reflected in a project's total budget. Jonathan said the restriction is intended to limit county exposure to early, speculative costs that could leave the county financially exposed if a project fails to complete. After discussion the committee moved to recommend approval of the AHSP revisions to the full board; the motion received a second and the committee approved the recommendation by voice vote.
Jonathan offered to bring additional detail or walk through the other administrative items if the committee wanted further review. The committee did not take any further substantive action at this meeting beyond recommending the revisions to the full Board of County Commissioners.
