Village Manager Kathy Thake briefed the board on the recommendation from the Public Works Committee to waive bidding and contract with the Ciorba Group for Phase I engineering for the Green Bay Road Enhancement Project. Thake cited Ciorba's familiarity with the project, prior successful assignments (including the Village Streetscape Project), and grant application experience as reasons for the recommendation. She said future phases are expected to be competitively bid to meet external funding requirements.
Trustees asked questions about the need for a bid waiver and Ciorba's prior experience. Manager Thake and President Kaz explained that Ciorba will provide substantial stakeholder coordination during design and grant processes. The board approved a resolution authorizing a bid waiver and execution of a professional services agreement with the Ciorba Group for Phase I design services in an amount not to exceed $432,000.
