The local law requires a written determination by the Town Supervisor or a designated Procurement Officer before using best-value procurement, mandates that solicitations state evaluation criteria and the weighting of price and non-price factors, and requires documentation of determinations, proposals received, and scoring. The board directed that the Procurement Policy & Procedures Manual be updated to reflect the new authority and that the Supervisor retain records as required by the law; the law becomes effective upon filing with the New York Secretary of State.
