Miss Vance (S5) told council the neighborhood improvements project (South River Road streetscape) was pushed from FY 26/27 to FY 27/28. Council members raised concerns about whether the draft reserve assumptions are realistic; the draft indicates the planned use of prior reserves in upcoming years to level expenditures, and staff said local option gas tax receipts and a planned paving needs assessment could alter those assumptions.
"Now we have budgeted, a paving needs assessment to determine if our non ad valorem is appropriate for our city streets and that those that we've annexed in," S4 said, noting analysis of assessment structure and potential alternative funding is underway. Council asked staff to quantify current reserve balances and to return with scenarios that show the impact of different gas tax receipts and reserve uses on the five‑year program.
No formal action was taken; staff will provide a reserves summary, paving assessment results and updated schedule scenarios for council consideration ahead of budget adoption.
