Commission approves Covell retail site plan after drainage and performance questions

The Edmond Planning Commission voted 5-0 to approve the site plan for Legacy at Covell Anchors Phase 2, a retail building of approximately 140,000 square feet with four anchor spaces, private on-site drives and planned future connections to the larger development.
A resident raised concerns that much of the project "drains significant asphalt" and said they could not find stormwater detention on the publicly available plans. "A portion of this project drains significant asphalt… I don't see any stormwater detention in the plan," the commenter said and asked how to obtain detailed drainage plans and contour lines. The applicant representative replied that the design includes a detention pond and a storm sewer network so runoff will be retained on-site. "The drainage, we are doing, detention pond," the applicant said.
Commissioner Taylor Wilson asked whether the plan meets the I‑35 overlay's retail performance criteria (sales per square foot targets). Staff responded that the development is primarily retail and that the comprehensive-plan performance criteria will be used as a measurement against which project success is judged, but that final sales performance remains to be seen. The commission approved the site plan 5-0.
