City legal staff presented a consolidated fireworks ordinance intended to strengthen enforcement of illegal discharges and to clarify public-display permit procedures.
The proposed ordinance folds the 2008 municipal code and the 2021 urgency ordinance into a single document that expands enforcement tools, reaffirms penalties (including impoundment consistent with state law) and defines public-display permit requirements. The chief recommended a permitting framework that requires advance notice and an approved pyrotechnics operator for public displays. The council suggested shortening the proposed 90-day advance notice requirement to 45 days or fewer and discussed narrow "safe-and-sane" exemptions for July 4 and New Year celebrations to preserve community traditions while addressing safety and nuisance concerns.
Residents told the council the previous yearwas dangerous and terrifying for some families and animals; one commenter said, "It was honestly terrifying," describing flames and burning debris near a residence. The council voted to introduce the ordinance with the suggested edits and asked staff to produce a redlined version that shows how the new text differs from existing law.
