County approves $6 million for design of Sewer District #1 collection-system improvements tied to Harriman plant expansion

The committee approved a supplemental appropriation of $6,000,000 (bonding) for Project No. 85, which funds engineering and design work and retention of a construction management firm for preconstruction services to support Phase I of construction for Orange County Sewer District #1 collection-system improvements.
Logan Graney explained the request is driven by the Harriman Wastewater Treatment Plant expansion; the design work will include a full hydraulic analysis of the county’s wastewater pipes beneath the roads and subsequent engineering to increase capacity. Erik Denega said the plant is being expanded "from six million gallons a day to nine million gallons a day at the plant" and that subsequent construction phases will require New York State Comptroller review and public hearings. The committee voted to approve the funding; discussion noted the multi-phased nature of the work and the county’s intent to design pipes to accommodate future expansion.
