City Manager Kirk Beattie told the Public Safety Subcommittee he had heard concerns from at least one business owner about liability if a patron leaves an establishment and later trips or falls on the sidewalk. Beattie said he is 'looking into who would be liable.'
The committee also discussed up-front city expenses. Chairman Soucy asked how much the city would spend on signage, flyers, stickers and police enforcement; Beattie agreed to gather ballpark numbers for the council. The meeting record states, 'The stickers will be ordered and sold by the city for the cups' and that the stickers would sell for $1 each, with the cost of cups the responsibility of businesses.
