Commissioners seek clarity on 'no department' subscriptions, GIS and IT charges

A commissioner highlighted a $37,000 'no department' subscriptions line charged to the water/sewer fund and asked whether departmental budgets already cover their own subscriptions. Staff explained that the amount primarily funds a multiuser e‑planning software contract billed centrally and pro-rated to benefiting departments.
An IT staff member said the e‑planning contract "benefits everybody" and that much of the InfoTech/GIS expense is water-related technology allocation; staff also noted an effort is underway to move many line items into more descriptive software or IT budget categories so the accounts better reflect actual expenses.
Commissioners also examined sizeable repair-and-maintenance and project-administration line items and were told that IT maintenance, GIS, and other centrally provided services are typically coded in non-departmental or general accounts when they cannot be cleanly tied to a single department. Staff committed to produce a clearer mapping of these costs and planned account reclassification.
