Staff outlines Series 2026 debt projects; commissioners question loan reallocation and Beckett Bridge status

Staff presented a breakdown of projects the Series 2026 debt will front, identifying uses across the penny fund and stormwater funds including Fire Station 70 construction, Craig Park seawall, Lakeview and Roosevelt Canal design and construction, Grandview trail and several culvert and pond projects. Staff said grant funding will reimburse parts of the program, so the loan largely "fronts" costs.
A commissioner asked why certain projects that previously used cash reserves (for example, a new firehouse and the golf-course clubhouse) were shifted to the loan. Staff said some reallocations occurred before the loan closed to ensure projects could move forward and that Beckett Bridge was originally a placeholder but was shifted off while the county delayed a decision.
On Beckett Bridge, staff said the project is effectively unfunded at present because the county has not set a timeline; if the county secures a grant the city could be required to contribute between approximately $1 million and $5 million depending on award conditions. "Beckett Bridge was originally the placeholder, but because the county couldn't make a decision, they had no timeline, they shifted off of Beckett Bridge onto those other projects," a staff member said.
Commissioners asked for a clearer line-item description of how the loan's roughly $19 million (as discussed in the workshop) is apportioned among the named projects and whether shifts after loan approval will require formal commission action to change priorities; staff confirmed that material reprioritization would come back to the commission for a vote.
