Committee considers speaker cards and three-minute public comment limit for council meetings

At the June 4 Records, Rules & Law Committee meeting, Chair Courtney VanDyke proposed using speaker cards for members of the public and discussed limiting public speakers to three minutes during council meetings. The committee agreed that meeting materials should be provided to council by the Monday prior to each council meeting and that agendas will be available on request.
Village Administrator Samantha McCreery and Fiscal Officer Penny Marquart were asked to review the proposed procedural language and bring recommended edits for the committee to consider. The committee scheduled a follow-up meeting for June 24, 2026, to continue review of council rules and the public comment process. No formal vote or change to the council rules was adopted at the committee meeting.
