Planning board reviews comprehensive plan pages, directs follow‑up checks and edits

The Town of Richland and Village of Pulaski Comprehensive Planning Board met July 9, 2026, to review draft comprehensive plan pages 200–203 and to record specific edits and follow‑up tasks. The meeting was called to order at 6:00 p.m.; attendees included Robin Ford and Jan Tighe for the Village and Christine Linguanti and Millie Newcomb for the Town. Dawn Holynski was also present.

Board members made a series of page‑level changes and assigned follow‑up checks. The minutes record that a GIS‑based Community Resource Inventory was noted in the plan’s first paragraph and that Dawn Holynski will contact the Tug Hill Commission to determine whether such an inventory exists for the Town and Village. The board also asked Dawn to verify whether Oswego County’s Agricultural and Open Space Protection Program remains active. Jan Tighe was asked to confirm whether the endangered frog referenced in the draft remains covered by state or county protections; the draft identifies the frog’s habitat near the current Bethel Center.

Several editorial and factual corrections were recorded for the final document. Page numbers will be adjusted in the final copy; an illustration caption on page 202 will be deleted; and some place names and references will be clarified (for example, a reference to "Toothpick" will be replaced with "now known as the Bethel Community Center"). The board also requested watershed information from the Watershed Protection Committee’s yearly meeting material be incorporated where relevant.

The board voted to accept the minutes from its June 4 meeting at the start of the session and adjourned at 7:30 p.m. The next meeting is scheduled for Aug. 6 at 6:00 p.m. at the Snow Memorial Building.
