OSBA presenter urges clearer, measurable superintendent goals to improve evaluation

Jennifer Nelson of the Oregon School Boards Association told the Coquille School District 8 board that clearer governance goals and a focused superintendent evaluation process reduce micromanagement and improve accountability.
"When it's done really well, it ensures accountability by measuring that progress towards shared goals," Nelson said, explaining that districts typically set 3–5 year strategic goals and then derive one or two superintendent goals to be addressed in a single year. Superintendent Wayne Gallagher described support for the approach and confirmed that the superintendent should draft goals aligned to the board's priorities.
Nelson outlined a high-level cadence: a feedback event in January–February for formative input, a written evaluation and contract decision by March, and contract extensions confirmed in closed session in spring. Board members asked how frequently district goals should change; several said narrowing and making goals more measurable would create clearer evaluation criteria and reduce ambiguous judgments.
The presentation also emphasized practical steps—limiting the number of priorities, using aligned measurement rubrics, and collecting targeted input rather than voluminous narrative comments. The board did not take formal action on Nelson’s recommendations during the work session; members indicated they would discuss next steps and whether to engage OSBA assistance further for implementation.
