Clerk Rhonda Bezely added that the rate structure includes implicit allowances (citing water and sewer minimum charge relationships) and that the Village is too small to absorb refunds as a policy. Trustees expressed sympathy but did not adopt a refund policy or direct staff to make an exception during the meeting.
