Planning staff to propose mandatory traffic-impact studies for rezonings

Amanda, a planning staff member, told the commission that staff are revising subdivision regulations to remove legalese and make them more user-friendly, and that they plan to bring forward an ordinance requiring traffic-impact analyses or traffic assessments with rezoning applications.
Amanda said that requiring traffic assessments will force applicants to consider road impacts up front and allow county staff to review and rebut developer studies where appropriate. “There’s no way that a 250-unit subdivision in this area is not gonna have some kind of impact on a level 3 road,” she said, adding the approach would not automatically require a developer to build a turn lane or signal but would provide a basis for negotiated improvements, bonding or site-plan conditions.
She told commissioners the change will go to planning commission first in the coming months and then back to the county commission for final consideration; staff hopes to present drafts in October.
