The commission took public comment on a rezoning application by Jim Brinkley for a 7.46‑acre parcel on Swift Road (Resolution 081825056). James Davis said the plan would retain an existing house and create three additional lots (four lots total) so the parcel met acreage requirements for the requested zoning change.
Commissioners and staff asked about surrounding zoning, the width and condition of Swift Road and what infrastructure (driveway permits, traffic studies) would be required before final approvals. A planning staff representative noted some items would return for additional discussion and that traffic studies were expected. After discussion, the chair announced the vote as 9–4–13 and said the resolution did not pass; the chair advised the owner to consult zoning staff about next steps.
