Commissioners reviewed Resolution 061625045, a request from Jason Brown on behalf of Barbara Shield to rezone 5.01 acres from AG‑2 to RP‑80 at 5838 North Mount Pleasant Road. Neighbour Tina Maddox told the commission the parcel has a history as dairy farmland with numerous wet springs and is swampy in the spring months; she warned building there could cause flooding and structural damage to new homes.
Maddox said she grew up on adjacent property and cited local knowledge of aquifers and a possible cave system that raises concern about the site’s suitability for housing: “This property is part of my grandfather's farm.” County technical staff and a registered surveyor on the project, Steve, said soils work has been completed for septic drain fields and that a separate lot can be created for a new dwelling. The surveyor said the proposed split would create one lot with the existing home and a new buildable lot after platting and septic approval.
Commissioners asked clarifying questions about whether the area falls within a regulated riparian/protected area (RPA) and whether plat and septic conditions would mitigate the issues raised. Staff said plat and septic review during permitting would determine final buildability.
