Planning staff presented a variance for 228 Applecross Drive, a parcel under 0.1 acre zoned apartment residential where the applicant seeks to construct a single-family residence. Staff (introduced as Dylan) explained the lot shape and existing slab make it difficult to rebuild without reduced setbacks and recommended approval with a required easement-encroachment agreement to address a 10-foot drainage and utility easement.
Dylan told the commission the parcel "is less than 0.1 of an acre" and noted that the requested design would reach near existing lot lines; staff said the HOA supports the applicant and that paperwork for an easement encroachment had been processed with interdepartmental review. Applicant Connor Poole said his plan "to the best of my ability, is the exact house that was there," explaining that county records lacked the original plans and he based the design on the existing slab and a neighbor's measurements.
A commissioner moved to recommend approval with conditions (file VA260702, variance to reduce building setbacks at 228 Applecross Drive); the motion was seconded, called, and the motion carried by raise-hand vote. Staff noted the easement-encroachment agreement requirement would be processed as a condition prior to further approvals.
