Board authorizes additional Hanover Research work on district strategic plan amid concerns over inclusivity and cost

The board authorized ratification of an agreement with Hanover Research for further work on the district's strategic plan, approving up to $84,075 for facilitation and additional sessions. Trustees raised concerns that the planning process may have felt selectively inclusive and questioned why a consultant was being paid when board members and parents might wish greater participation.
Superintendent Jimenez and staff explained the committee structure and said parents from each quad and representatives from established parent organizations (DAC, DELAC, DIPAC, PTA/boosters) were included to ensure representative, vetted participation. The superintendent said prior work with Hanover had begun after a December 2023 board approval and that the $84,075 on the agenda represents additional work to complete the plan; total program costs including prior payments were discussed on the record.
Trustees asked to be able to observe sessions and requested meeting dates be provided so they could attend as observers without participating. The board approved the item 5–0. Staff committed to bringing a schedule and documentation of outreach back to the board.
