CIPC says schools will propose FY28 capital items via warrant articles; HB1300 could affect process

At its Aug. 4 meeting, the Moultonborough Capital Improvement Program Committee discussed changes to the FY28 capital request process for the school district. Chair Frederick Van Magness said a tentative agreement reached in a recent meeting with Superintendent Michael Whaland and SAU Chair Pat Hart calls for the SAU to propose capital items via town warrant articles rather than funding them from year-end surplus balances.
Committee members supported the change as a way to align school and town capital planning and to make larger requests more transparent to voters. Van Magness cautioned that the recently signed HB1300 "may impact this going forward but is an unknown for now," and the committee did not adopt any binding rule at the meeting. The committee’s next steps include carrying the change into the FY28 schedule and monitoring any further statutory implications from HB1300.
