Council adopted Ordinance 00726-10 to approve and adopt a sidewalk program allowing administration by the city manager or the manager's designee and to enable transfer of eligible city-owned side lots to nearby residents.
Clerk Clark read the ordinance text: "An ordinance approving and adopting a the sidewalk program for the city of Clayton, Ohio, authorizing the city manager or the city manager's designee to administer the program and to take necessary actions relating to the transfer of eligible city owned side lots and declaring an effective date." During the subsequent Q&A, city staff member Colin explained typical applicant costs and said the largest out-of-pocket expense for many residents will be the lot-combination survey and recording fees: "So, I would imagine those would probably be upwards of 1000 dollars," he said. Staff said the city will upload program documentation and a list of properties to the city website to inform residents.
Council discussed that the program is intended to offload maintenance responsibilities (mowing and upkeep) for a small number of lots (staff estimated about five or six) rather than an active recruitment effort. The ordinance passed on a motion and second.
