City manager says Hunter's Path Phase 4 will come to council with missing technical materials; planning commission vote was 2–2

A contentious final development plan for Hunter's Path Phase 4 that failed to obtain a planning commission recommendation will be returned to council with additional technical documents, City Manager Elaine Whitman said.
Resident Joe Sider told council the planning commission vote was “2 to 2” and urged council to reconsider by having another planning commission meeting and to follow established processes. Whitman responded that the planning commission is advisory and that, while reconsideration was possible, staff can — and will — provide the missing materials directly to council. She said: “We will be providing that to council in the next meeting packet as well as the grading and stormwater plans.”
Whitman said the missing items included grading plans, stormwater detention information and the traffic analysis; staff believed the traffic study had been approved at preliminary stages and therefore was not resubmitted with the final plan. Because the full packet of materials exceeds 500 pages, Whitman said staff will provide them via a file drop rather than include them in the standard packet.
Whitman also noted oversight agencies that will review elements of the project, including Montgomery County Soil and Water and the Ohio EPA, and emphasized that the developer must restore a creek to its natural condition before bond release. Councilmembers asked whether standard construction and engineering reviews would still occur; Whitman confirmed there would be no shortcuts.
