City of Clayton council voted to adopt a temporary, 365-day moratorium on the acceptance and processing of zoning, conditional-use and building permit approvals for data processing centers within the city.
Clerk Clark read the resolution aloud: "A resolution enacting an immediate temporary 365 day moratorium on the acceptance and processing of zoning, conditional use, and or building permit approvals for data processing centers within the city of Clayton, Ohio." The moratorium passed after a motion and second; the council framed the pause as a short-term measure to allow staff time to evaluate state-level activity and local impacts.
Resident Deborah Rettman told the council she appreciated the proactive step but said the word "temporary" left residents unsure how long protections would last. City Manager Elaine told the council and public: "It could be 365 days. It could be less. We would have to come back if we wanted to extend that." She also said staff will attempt to notify the community about major changes and that any extension would require council action.
The moratorium will remain in effect while staff reviews regulatory options and coordinates public notification; any change or extension would return to council for formal action.
