District staff present 45‑day budget revision; new one-time state grants require public hearing on enrollment impacts
Summary
The district's 45-day budget revision includes newly available one-time state grants (student support/professional development and learning recovery emergency funds) and an AB 126 allocation for Eaton Fire ADA offsets; staff noted a state requirement to hold a public hearing addressing declining enrollment if the district uses the discretionary block grant.

District staff presented the 45-day budget revision and described several one-time state grants that change the district's near-term fiscal picture.
The staff presenter summarized the new student support/professional development discretionary block grant and the learning recovery emergency block grant. Staff said the discretionary block grant is estimated at roughly $930 per ADA for the 2026–27 fiscal year and that the district is expected to receive a substantial one-time allocation. Staff emphasized two grant conditions: (1) districts in declining enrollment that use the funds must conduct a public hearing on plans to address declining enrollment impacts, including potential school closures or consolidations, and (2) the grants prohibit charging employees fees for professional services tied to induction and professional development while funds are available.
Staff also reported they were awaiting CDE guidance on AB 126 funds (a roughly $4,000,000 allocation to offset Eaton Fire ADA impacts) and cautioned that one-time funds should not be used to pay ongoing recurring costs because that could create deficits when the funds expire. Trustees asked for follow-up on timelines, LCAP alignment, and whether funds could be used to restore programs cut in prior years; staff said decisions would be discussed with SLT and could be agendized for board action.
