Prospect Heights board posts FY2026 tentative budget, schedules public hearing for Sept. 18

The Prospect Heights School District 23 board on Aug. 14 approved placing the FY2026 tentative budget on public display and scheduling a public hearing for 7 p.m. on Sept. 18, 2025.
Assistant Superintendent of Finance & Operations Amy McPartlin told trustees that the tentative budget remains a working document as non-operational funds and grant allocations are finalized and the district continues to assess impacts of the current bond issuance. She summarized key assumptions and actions embedded in the tentative budget: property tax revenues budgeted at 96% of expected collections, a projected operating surplus of $504,302 across the major operating funds, a 10% reduction to building discretionary per-pupil allocations to $170 per student, a non-discretionary set-aside of $42.50 per pupil for furniture replacement plus a $50,000 district-wide furniture allocation, and negotiated salary increases (2.9% for certified staff and SEIU members; LTE increases at 2.25%).
McPartlin also reported that Evidence-Based Funding (EBF) allocations from ISBE are projected to remain flat and that early Cook County reports showed a possible delay in property tax revenues due to a county technology issue; the administration budgeted conservatively to accommodate timing risk. Trustees voted 6-0 to approve posting the tentative budget and scheduling the hearing (motion by Tracey Morrissey; second by Brynn Nordmark).
