Commissioners reallocate ARPA funds, extend McKinley Hall construction contract for High Street behavioral health facility

The Board voted unanimously on companion resolutions (2026-0466 and 2026-0467) to recategorize ARPA funding for a behavioral health facility on High Street operated by McKinley Hall.
Ethan Harris, Acting County Administrator, provided an overview of the ARPA funding process and said a committee of elected officials and department directors had recommended the use of ARPA funds for the facility. Kara Van Zant of Community and Economic Development said invoices incurred during construction were billed to both the county and the state; the amendments recategorize $369,191.32 from the original operations/programming contract into construction and extend contract effective dates (one amendment extends to September 30, 2026) to allow completion. The amended totals show an amended programming contract amount of $1,040,255.32 (after a $369,191.32 decrease) and a new construction contract amount of $1,785,629.09 (after a $369,191.32 increase).
Commissioner Charles A. Patterson summarized the change as largely an accounting correction: "all the county did was change the line from operations to construction." Commissioners Kaffenbarger and Rittenhouse voted yes; the roll calls show unanimous passage.
The board did not add new ARPA dollars beyond the amendments; staff said the adjustments correct prior invoice allocations. No additional public comment about the facility was recorded at the meeting.
