Draft reduces parking minimums and adds on-site loading standards for larger commercial projects

"Overall, our goal was to reduce the amount of parking countywide that would be required," the presenter said, noting exemptions and calculation methods that depend on use type (square footage, fixed seats, etc.).
For larger commercial developments, the draft would require on-site loading facilities so trucks are not offloading in public rights-of-way. Staff acknowledged that the requirement would not apply to existing development, and that applicants could request a variance or minor deviation when parcel constraints make on-site loading infeasible.
Commissioners asked whether agricultural load-out structures adjacent to county roads would remain grandfathered; staff responded that most existing operations would be treated as preexisting nonconforming uses unless a substantial change to the structure or operation occurred.
