Moira adopts Complete Streets policy to guide future road and sidewalk projects

The Moira Town Board on May 13 adopted Resolution #100-2025 establishing a Complete Streets policy to encourage safer, multimodal transportation planning in the town.
The policy sets a framework for incorporating sidewalks, paved shoulders, marked crosswalks, curb ramps and other pedestrian and bicycle accommodations "consistent with the scope of the construction or improvement project," and references guidance from the U.S. Department of Transportation, the New York State Department of Transportation and the American Association of State Highway and Transportation Officials. The board recorded adoption by unanimous consent.
Under the policy, the Highway Department is directed to consider complete-streets design features during project planning and budgeting and to provide written determinations when bicycle or pedestrian facilities cannot be accommodated within a proposed right of way. The resolution also lists specific features the town may include, such as audible pedestrian signals, curb bump-outs and bicycle parking.
Supporters at the meeting said the policy aims to improve safety and accessibility for children, older adults and residents with disabilities and to encourage multimodal travel and neighborhood vitality. The town did not set project-specific funding at the meeting; implementation steps and budget allocations will be addressed in future project planning and capital budgeting cycles.
