Planning Commission recommends conditional use for rooftop solar; asks for decommissioning and emergency‑response provisions

County and township staff asked for a decommissioning agreement, reviewed emergency‑response planning and recommended compliance with the subdivision and land development ordinance (SLDO) landscape and screening requirements.
Dimension‑Energy’s representative Lawrence Xing discussed operations and noise, saying inverter noise has been measured at or below about 67 decibels. Commissioners pressed for clarity on emergency‑response protocols, regional training and a decommission plan; resident Clarence Bouchat raised concerns about noise enforcement. The Planning Commission voted to forward the conditional use application to the Board of Supervisors with a recommendation for approval subject to staff and engineering comments and a recommendation that a decommission agreement and emergency‑response training or a training video be provided.
