Options discussed included municipal ownership with professional management; public-private-nonprofit partnerships that would mix grants, philanthropy and business investment; and nonprofit ownership models similar to the Sea Meadow Foundation in Yarmouth, which integrates aquaculture, education and recreation. The Maine Working Waterfront Coalition and local land trusts were identified as technical partners that could help evaluate feasibility or structure.
