Yamhill County commissioners approve series of agreements and set public hearings

The Yamhill County Board of Commissioners approved a package of routine and programmatic items on Aug. 6, 2026, voting to set a Sept. 10 public hearing to consider legalizing a portion of Southwest Holly Hill Road under ORS 368 and approving several service agreements.
Approved items include a sole-source agreement between Yamhill County Health and Human Services and Oregon Family Support Network for Family Support Services (not to exceed $269,080.20, retroactive to 07/01/2026); amendment #5 to an agreement with Lutheran Community Services Northwest for school-based behavioral health and parent coaching services ($741,312 per year, retro to 07/01/2026); an agreement with the Willamina School District for counseling services for the 2026–27 school year (not to exceed $83,351.79); an application submission to the Oregon Department of Veterans' Services for $141,509 for FY 2026–27; a memorandum of understanding with the Greater Yamhill Watershed Council to pursue fish-passage funding along Baker Creek; and a Public Works contract with Justin Kivett for Cove Orchard Sewer District services at $25/hour (up to 10 hours/week).
All votes were taken verbally; motions were moved and passed with commissioners signifying "aye" and the chair announcing that the motions passed. Details and recorded motions will appear in the minutes for each item.
