Planning commission approves Tatum boundary line adjustment, finds project CEQA-exempt

The Biscuit County Planning Commission voted on June 17 to approve the Tatum Boundary Line Adjustment (BLA-25-23) and adopted Resolution PC 2026-007 finding the project exempt from the California Environmental Quality Act. Associate Planner Bernadette Sison told commissioners the adjustment would reconfigure two existing parcels into a 14.47-acre parcel and a 16.88-acre parcel in McLeod and recommended adoption of the categorical exemption.
"Staff recommends adopting the categorical exemption and approving the Tatum boundary line adjustment," Bernadette Sison, associate planner, said during her staff presentation. Commissioners asked technical questions about double frontage and whether narrow strips touching roads would be treated as frontage; staff said actual frontage will be determined at development based on driveway location.
A commissioner moved to adopt Resolution PC 2026-007 "determining that the Katam Boundary Line Adjustment, BLA-25-23, [is] exempt from the California Environmental Quality Act and approving the project," and another commissioner seconded. The chair called a voice vote and the motion carried. The record shows staff received agency comments and no public comments were recorded in the staff report at the time it was written.
The commission’s action approves the minor lot line adjustment under county code provisions addressing double-frontage lots (section 10-4.1050.3) and records the commission’s determination that the project falls under CEQA categorical exemption Section 15305(a) for minor land divisions.
