Intern recommends targeted density corridors in Cobb but cites state law limits

Jeremy Gutecks, a Hampton–Sydney College student interning with District 2, urged selective increases in residential density along existing corridors rather than blanket zoning changes countywide. "So, like, South Cobb Drive could be a good area and kind of connecting back to Elsa's project with the Town Center Mall that goes by Barrett Parkway," he said, recommending allowing duplexes, townhomes and other multiplexes by right in targeted areas.
Gutecks also noted a legal constraint: he referred to an OCGA provision (he said he listed the exact citation in his brief) that, in his reading, prevents the county from mandating specific affordability requirements, which would limit some zoning tools to voluntary programs rather than mandatory set‑asides. He argued the county could still promote redevelopment by formalizing development-bond processes and selecting corridors where existing infrastructure can support higher density.
