Public Works Director Arnold presented Res. No. 57‑25 on May 19 recommending a $120,000 professional services agreement with Aquatic Design Solutions LLC to design renovation of the Spring Lake Park swim facility liner, following flood damage in 2024. Arnold said the liner was not well anchored to the pool sides and that designers raised concerns about how the liner had been used; he noted FEMA might cover part or all of the cost but that the city could need to proceed with design and bidding to meet a timeline if FEMA approval is not confirmed. The council adopted the resolution 4–1; Council Member Oachs voted no.
Finance Director Ryan told the council that anticipated swim season revenue and a possible transfer from the General Fund would be considered for funding but that level of reimbursement from FEMA remained unknown. City staff said the work could proceed in design and bidding stages to target repairs before the 2026 swim season, with the council to decide later whether to proceed fully if FEMA denies funds.
