Township trustees and consortium officials urged Lorain County commissioners June 2 to continue issuing waivers that permit local bulk contracts for trash hauling, saying the consortium has produced lower rates for residents and that revoking waivers could raise prices.
Neil Lynch, an Amherst Township trustee, told the board the 13‑member consortium saved residents an average of 24.5% in earlier years and that typical consortium charges were $57 per quarter (one trustee said costs fell from $129/quarter to $63/quarter under the consortium). Trustees from Carlisle and other townships added similar examples and asked the board not to let waiver denial raise costs for residents.
County staff said the issuance of waivers and the host‑agreement for the county landfill are related but legally separate. Karen Perkins, deputy administrator, and Thomas Patrick, county staff, said negotiations with Republic over a host agreement — and a missing signed memorandum of understanding on disaster debris — remain unresolved. Commissioners postponed a decision on the waiver renewals until those negotiations and additional analysis are complete.
