Lieutenant Scott Carvelli explained that 911 call routing on the South Shore is highly dependent on which cell tower handles the call and how congested that tower is. He said calls can route to El Dorado County (Placerville), CHP dispatch (Chico) or even down to Washoe County; as a result, a caller's apparent location can determine which agency initially receives the call.
Carvelli stressed that landlines remain the most reliable way to route 911 to the correct local dispatcher: "a landline will always automatically go to whatever 911 service you're in right now." Commissioners asked whether routing delays translate to slower response times; Carvelli said routing is driven by tower load and that multi‑agency incidents trigger mutual aid protocols when needed.
