Planning and Zoning Commission denies Walmart refueling-station SUP over traffic and configuration concerns

The Planning and Zoning Commission unanimously denied a request from Walmart Real Estate (represented by Kimley Horn) to add a refueling station within the Walmart parking lot on West Lucas Road.
Staff described the proposed amendment as a refueling station with six islands (12 fueling positions), a 1,440-square-foot fuel/convenience building and minor site changes to the fire lane and parking; staff noted the site provides 750 parking spaces where 747 are required. Kimley Horn representatives said the proposal places the fuel canopy in the middle of the parking field and that past traffic-impact analyses were performed for the larger development; the design team said roughly half of fuel customers typically are store customers.
Several commissioners and a design professional expressed concerns that placing fueling islands centrally would create conflicts between refueling traffic and parked/store traffic, produce confusing internal circulation, and constrain tanker access during deliveries. Commissioners also raised the proximity to an existing Murphy Oil station at the same intersection and questioned market necessity. After deliberation Commissioner Wiesick moved to deny the SUP and amended site plan; the motion carried 5-0.
