The Lucas Planning and Zoning Commission voted 5-0 on Feb. 12, 2026, to conditionally approve a preliminary plat application from O W Homes for the Owens Retail Addition, a proposed non-residential development on a 5.865-acre tract at the southwest corner of McGarity Lane and Allison Lane.
Staff said the phase-1 plan calls for a 11,645-square-foot single-story building (26 feet, 5 inches tall), with 19 parking spaces provided (16 required) including one ADA space. Landscaping and irrigation plans were presented; staff noted required landscaping figures and that a 6-foot masonry screen wall is shown on the site plan and landscape plan.
Commissioners focused on drainage and maintenance language. One commissioner pressed staff to replace the grading plan language that called for "adequate openings" in the screening wall with an engineering detail that specifies the size and number of openings, warning that insufficient openings could allow roof runoff to back up against the foundation and cause water intrusion and long-term soil problems. Staff outlined options and recommended conditional approval contingent on the applicant's design engineer providing the specified drainage openings prior to council consideration.
Barrett Owens, who identified himself as the owner, described plans to place an underground transformer between the screen wall and the building and said utility meters would be located so they would not exceed six feet in height. Owens said gutter downspouts would be channeled under the screen wall into the drainage swale to allow free flow from the building to the drainage system.
A motion to conditionally approve the preliminary plat passed by a 5-0 vote; the recorded condition requires the design engineer to identify the size and number of drainage openings in the screening wall to ensure positive drainage away from the building's east side.
