Lucas board discusses annexed 169 acres, eyes leases with U.S. Army Corps and grant applications

The board discussed a recent annexation of 169 acres formerly managed by the U.S. Army Corps of Engineers and described early plans to pursue long-term leases so the city can apply for improvement grants.
“The city was approached by the US Army Corps of Engineers ... they want to give us several parks,” the Chair said, explaining the Corps is consolidating operations and Lucas is positioned to take on park stewardship. John reported the Corps plans to close most parks on Lake Lavonne and that Brockdale and Highland were among sites the city could lease; he said negotiations and a meeting with the Corps are scheduled next month to begin leasing discussions.
Board members noted that some grant programs, including a Texas Parks and Wildlife boat-ramp grant, require the city to have control or a lease in place before applying. John said the leases could be long-term (he suggested 25-year leases as likely) and urged the board to form a working committee to study short-, mid- and long-term development priorities and grant targets before pursuing spending decisions.
Members cautioned about process and posting rules for subcommittees and agreed to limit parks-board representation on any committee to avoid procedural pitfalls.
