The Lucas Planning and Zoning Commission voted 5-0 on Feb. 12, 2026, to rezone approximately 9.46 acres at 1100 and 1020 West Forest Grove Road from agricultural and open-space zoning to R-1 single-family one-acre lots. The application was made by Hayden Moses of Liberty Bankers Life Insurance Company on behalf of property owner Jeff Bednar.
Director Hillborn described the request as straightforward and said the parcels are consistent with the city's approved comprehensive plan, which designates the area for future R-1 residential use. An engineering memo read into the record from Jason Trafton of Ion Design Group stated the project "will have no adverse impact on surrounding properties or existing public infrastructure" and said drainage patterns, grading, and utility improvements were evaluated for compatibility.
Dave Wilcox, who identified himself as the applicant's representative for Liberty Bankers Life Insurance Company, told the commission he was available to address questions. After brief discussion, a commissioner moved to approve the rezoning; the motion was seconded and carried by a 5-0 vote.
The rezoning approval was recorded in the commission's minutes as a 5-0 action. The public hearing portion of the meeting ended following the vote.
