During the public-comment portion of the meeting residents urged clearer public notice for the zoning rewrite and asked the commission to prioritize pedestrian safety at the proposed Prince Frederick assisted-living site. Teresa Ruhlman said the CBA language was unclear, asked who would serve on the advisory groups listed in the draft, and criticized the public-review process: "Most citizens get less than 6 days to review any of this information." She urged staff to improve access and longer review windows.
Bob Estes, speaking as a resident, said he supported the assisted-living project in concept but warned that the Armory Road crossing and the nearby intersection would be hazardous for older pedestrians without continuous sidewalks. "Got to get those, sidewalks in from maybe even on both sides," he said. Terry Singer, vice president of Safe Lusby Incorporated, announced a planned legal challenge to a prior planning commission action and invited the public to a meeting and to attend a Circuit Courthouse hearing (Singer later corrected the hearing date to February 13). Online, resident Sean McGuire asked for clarification on Text Amendment 24-01A and reiterated concerns about sidewalks for senior residents.
Planning staff acknowledged the comments and invited written follow-up questions for detailed responses. Several commissioners had earlier already pressed staff and the applicant on sidewalk requirements and DPW mitigation during the site-plan discussion; public comments reinforced that concern.
